Since 2002 and subsequent rulings, the Federal Trade Commission has ruled that IPAs and PHOs must meet guidelines for Clinical Integration prior to negotiating group contracts with payers or face anti-trust issues.

Both the ACO model and Clinical Integration emphasize the role of the physician organization in quality.
